I checked my team and all the pitchers are correctly scouted for roles in the scout dialogue. And I did have my game upgraded from 18, so the transition was in that sense flawless.

I realize you posted an "example", but the pitcher you posted is: 1) called a reliever (RP) under his position; and, 2) apparently only has 2 pitches. Players can designate pitchers as SP, RP or CL, but even if the game does that, the scout will evaluate the pitcher based on his scouting preferences and the pitchers skills. He's not a "starter" to a scout who only sees 2 pitches, more so, if the player is also designated as RP by the GM. The fact that he might really start will not change those results.

This issue came up a while ago where some posters were discussing using 2-pitch pitchers as starters because the pitchers had stamina and 2 great pitches. If your league has a lot of 2-pitch "starters", a reset on the DB might create a bunch of closers due to that.

The more complicated answer is that along the process you described, the databases got corrupted, although the example isn't convincing of that. E.g., a 28 year old Tanaka or Darvish, designated as starters, but being scouted as relievers instead, would I think prove the corruption.
