A decent example of this is Hearthstone's competitive setup, with both 'Standard' (just the most recent sets) and 'Wild' (all cards from all sets) modes. To be clear: HS has plenty of problems, and I don't advocate mirroring it too closely in most respects. However, the way they break out the player base into these two modes has seemed to be effective at both allowing new players a relatively level playing field in the 'main' meta AND keeping longtime players engaged and able to use their full collection.
They didn't introduce 'Wild' until the game had been around for several years, and PT wouldn't need this feature for at least a year or two. Eventually, adding in a 'Legacy Mode' or something similar might prove to be a good move for the long-term health of the competitive community (if there aren't insurmountable technical or other barriers, of course).
