short and sweet: the types of pitches definitely matter, you can play around in editor to deduce as much with comissioner mode on.

in fact, a good KB will give a larger bump to movement than other pitches (at high end). so, i'd wager it's a bigger detriment if "low" too, when compared to other pitches.
movement in profile (100% accuracy) is what ootp uses. like the notes on stuff in editor, it's made up of more than one factor before used by ootp's engine.
now, that effect will be already taken into account in the values you see in the profile. however, i still think each pitch has it's own profile, otherwise it's just a joke to even have different pitches. based on my experience it's almost certain they are all different from each other beyond just "79" vs "43" etc.
each could factor differently with the various forces / ratings at play. this makes sense too. high velo isn't equally useful to all pitches. gb% isn't equally important to all pitches at all velocities, maybe?
if i had to guess, increasing gb% is likely more important to a lower velo guy that has his best pitches as breaking balls or maybe a sinker as the main fastball etc., than say a 99-100mph 4-seam fastball.
