Matt/Lukas, that was for a guy who was listed at his primary position of SP. He had been created by the game as a historical player (Johnny Flanagan, 1918-1936). I hadn't changed his position in the editor. The league is Random Debut Baseball League headed by PDHitman.
This isn't an isolated instance. It isn't on every player, but based on a rough estimate, I'd say it's about 60% of the players, especially the 2.5-star potential players and up. I find differences throughout the players. I'll post a few more examples so you can see it. This has also been going on for several versions as I noticed this in 17 and 18.
The worst example is Warren Spahn listed as a 3.5 potential on the front page and a 1/2 star potential on the scouting page (last example).

Most are 1/2 or 1 star off, but as you can see with Spahn and Flanagan, sometimes it's a major difference. And sometimes it leads to major differences in draft strategy and frustration.
