If they are effective and you have relievers with options, you could move those starters to the bullpen and move a couple of relievers to AAA. Another option is to use the rehab option. Especially if either of the starters coming off the DL haven't pitched for a month or more then they will be "rusty". You can send them to the minors for a rehab assignment, knocking the rust off of them and giving you more time to sort out your roster. As a last resort, you can look to trade any of the four pitchers that are causing your roster issue. It sounds like you have an excess of starting pitching so this could be a way to improve yourself in another area while also solving your roster issue.
As for your 2nd question, think of the length of the disabled lists as a minimum. They can stay on there until the end of the season if needed. The difference is that the 60 day also removes the guy from your 40 man roster while the 15 or 10 day one won't.
