I think a database would be nothing more than a crutch for commissioners to not do their homework on who they let join their league.

You should always take the time to think about who is joining your league and find a way to screen good owner candidates from bad owner candidates. Is any system perfect? Of course not. But if you put the effort into getting good matches for your league, then for the most part, you will have a league full of strong, dedicated owners.

Of course, the major problem with this for most leagues is that they don't have a long waiting list or the ability to make a post on the message board to get five or so good candidates in a day. So, some leagues might take an owner who has a troubled past or is someone under a new name.

So, while an owner database sounds good in theory, I think in practice, it would lead to a more relaxed attitude on letting people in their league. Also, considering how easy it is to be someone new online, once someone ends up on the list, it's just time for a new alias.
