is this an SSD or an HDD?
an hdd is only going to run through tens of thousands thousands of tiny files, like history, messages, logos etc, at about ~4megabytes/sec.
so, if you have a similar storage device as before, it will take about the same amount of time to load regardless of cpu and other specs.
if you went form an hdd to an ssd and it's still slow, then i'd be worried.
you can defragment that folder with certain defrag software, as opposed to entire drive. also, the MS defrag may skip files that small completely without a choice to you. a nice little free 3rd party defrag software may improve loading speeds by getting the data all lined up so to speak, and in some contexts may be a noticeale improvement.
