If they have low ratings, they seem to have a good chance of accepting being moved down. But if they are good enough to be a starter somewhere in the league, they might refuse.

Personality probably plays a role too. Higher greed and maybe lower loyalty may make them less likely to agree.

I think the quality of your ML roster might have an effect too. If you've got much better players in every position that the player in question can fill in at, then he may be more willing be demoted.
