I worked on the OOTP name sets many many years ago. It's a surprisingly difficult endeavor to make accurate name generation.

Not only do you have to account for nationality, along with the fact that not all people in a particular nation are of that nationality, but then you also have the fact that census data is not only difficult to come by in some cases, but also in many cases contains inaccurate data. And census data is often driven by nation, and not split into ethnicity. US census data is also full of "Mickey Mouse"s and stuff like that, and for many ethnicities there just isn't any census data available. You could go based solely on past baseball players' names, but even that is inaccurate, because just because there hasn't been a baseball player named X, there might be in the future.

Not to mention, you have to throw in era as well. While there HAS been an increase in names like DeSean in the African American ethnicity, there weren't ANY of those 50 years ago, so that has to be taken into account as well.

You also have to make sure you handle first+last name combinations accurately. While it's theoretically possible, you can't have too many DeSean Weinbergs out there.

So, it's a long fight to get a really really accurate, unique names database that spans so many eras, ethnicities, and nationalities.
