Stats only is just the absence of ratings you can see. They still exist for the purpose of determining play results. The only setting you might want to change is AI evaluation of players where ratings are used. Be aware that stats only AI evaluation may be far more variable than any TCR variations you mentioned above. I don't think OOTP acts like MLB the show during streaks but stand to be corrected.
