I am relatively new to OOTP but didn't have any trouble getting historical photos set up "globally" to work across all games. I just put all the jpg photos (from a previously downloaded photo pack) into the following folder: Documents\Out of the Park Developments\OOTP Baseball 19\Photos\. I made sure OOTP 19 was not running at the time. When I started it and loaded my active Historical Exhibition tournament, the photos all appeared in place of the FaceGen images. If you are still seeing FaceGen images, make sure that your File Settings\3D & FaceGen\Picture Search Mode is set to Search for photo first. Keep in mind that player uniforms/caps won't always be for the team they are playing for in your replay (e.g., if that player played for more than one team in his MLB career).
