I'm running a 132 game season also; but, using 4 man rotations as a standard throughout the league. 20 wins seemed to work OK for that (only a season in though). Based on that, I think 15 would be OK - especially since you reduced the fatigue ratings. Suppose it depends on how frequently you want the mark attained.

I think I looked at the %'s a little bit differently than others in their methodology (% of games in season). For me, I'm looking at what % of starts do you want/need to get a W to reach the milestone. Assuming you are using a 5 man, that's 26-27 starts (likely 27 for the Aces). So 15 out of 27 vs 20/36 for modern day; but probably a little more likely due to slightly smaller sample size (season) having higher volatility.

I think 15 is what you are looking for if you want to keep the milestone at a "round" number. If you don't care/want to be a bit more restrictive, I think 16 is the number.
