Does the GM's Scouting Ability impact anything if he has a human GM who assigns him to Ast. GM? Does the Scouting Director's ability trump the Ast. GM?

If the Ast. GM Scouting ability doesn't impact team scouting, can you assign an Ast. GM can you reassign him to the Scouting Director position?
