When you draft and you’re looking at your grid of options, you can click on a player and adjust the relative ratings, then go back to your grid. It’s a little glitchy, because the ratings will populate with relative values, but not your overall and potential stars. If you click the scouting drop down and pick your scout or OOTP scouting, your relative overall and potential stars will populate. You can then sort by overall stars. This can help you identify guys that can make the jump to A-, A, or A+, which are almost always college guys. Your college guys will progress as quickly as high schoolers (in my experience). The advantage of a college player is an advanced starting point if you pay attention to your scouting.
Also as far as moving up quickly, using “force start” helps, especially if the AI is managing your minors. Development is related to playing time, so you don’t want your best prospects playing behind filler when they move up into the next level.
