College Player Draftees no closer to Majors than 17 yo HS guys

From my experience, 21-22 year old College guys are no closer to MLB ready than 17-18 year old High School guys. It seems to make no sense at all to draft them.

Using Joey Bart as an example in my most recent league...it is 2021 and he's in AA after spending three years in A- and A. Not all guys develop quickly, or even at all, but this seems to be a trend I've seen.

Anyone else get this? Is there anything to combat this aside from editing each and every Draftee?
