Generally speaking, it's only intended when you actually want to be a commish of a league. So it's more intended if you are, say, watching a league and want the power to sign and trade players to various teams, and want to make sure the league flows in the right direction. It's not really intended to play out a regular game.

I turn it on to edit players for teh draft and when i edit players each January. i keep it off unless i forget. i always turn it off when negotiating with players the last 3 versions because i can go over team budgets.
