As I understand it, Reputation represents the league's attractiveness to players. Australia probably ranks well above the Dominican Republic in that respect.(better barbie!).
For sabremetric ratings, I suggest deciding what minor league level the foreign league compares to and using its ratings, e. g., AAA for Japan or Korea, Rookie for, say, France.
