the promotion thing -- not 100% sure... check delegation in manager optiosn for those 2 teams. may have overlooked.
a controlling manager, or even a very high reputation manager may take control of depth charts and pitching staff. "GM-Legacy mode" can prevent this from occurring.
if you are a human manager of each team, this does not apply to you.. it's got to be an option in your manager's office that is delegating those duties.
