You need to be in commissoner mode to use the change jersey number feature - if it's not on, you'll only be able to change them in response to player requests or when a player joins the team.
I'm working on getting all the historical jersey numbers added; I think I've got a way that'll let me import them from eliteprospects data in a large batch, rather than the slow one-by-one process I've been using but there are some possible issues that'll need to be worked out first.
