Small Sample size I know but here is what is happening in my league:
40 team league, around 180 years history
Each year I have entering my league:
around 440 draft picks (10 per team)
around 20 international amateur free agents
around 6 international established free agents
around 200 international scouting discoveries (5 per team)
around 2 independent league free agents
And 3 of the top 5 position players in the league are international established free agents. The two other players (in the top 5) are both top 5 picks in the amateur draft. I just do not see a lot of talent coming into the league through the draft.
I have seen this in other versions of OOTP but it just seems to be getting worse as time goes by...
