I just go by the stuff ratings rather than the pitches. I think the number of pitches just determines how much penalty or bonus to stuff they'll have as SP instead of RP, and the stuff rating is what really matters.
So pitchers with 5 pitches will usually pitch even better as an SP than an RP.
4 pitches will make them about equal in each role, depending on how balanced the pitches are (usually will be slightly better as RP than SP).
Pitchers will 3 pitches will always perform better as RP if given the chance (as far as I've ever seen), but of course they usually will be the best SP you've got even with the penalty.
Pitchers with 2 pitches will be extremely better as RP.
I look at all the pitchers as potential SP options (if stamina isn't extremely low), and compare how much difference in ability they get from being SP vs RP. Sometimes your best SP is so much better as an RP that you are better off using a weaker overall SP in his place so that he can be a top reliever.
