The prospect rankings are based on the OOTP scouting. It’s always good to keep an eye on those evaluations for reference. Your team’s scout will have his own evaluations based on his style (favor tools/favor ability). You are more likely to get a dramatically different evaluation from your scout if they heavily favor ability or heavily favor tools. You’ll also notice some big deviations if you slash your scouting budget. Your scout can sometimes be different and be right and sometimes be wrong. It’s part of the fun, I guess.
