Inexplicable Top Prospect

Defying logic, one of my low minor leaguers is the top rated prospect (at 22), despite being kind of terrible. I'm using the 20-80 rating system and 1-100 abilities. His Stuff is 46/46, his Control 7/7 and he only has three pitches (Fastball 60/60, Curve 60/60, and Changeup 28/28). His overall and potential ratings are 20/20. I get that there are sometimes scouting inaccuracies, I just don't understand how anyone would rate him the top prospect. I sometimes check the OSA ratings on a player to see if maybe my scout has things wrong; they agree he's terrible.

It makes me wonder where the prospect ratings come from. Most of the time, it's clear to draw a line from potential to ranking, but I'm at a loss on this one.
