If they have the ceiling of a MLB player I promote them as early as 16. They develop much faster in the minor leagues. If I promote @ 16 they're usually MLB ready by 20/21 and I have never run into options trouble with the guys I promote in any of the leagues I use.
If you want to keep them in the IC, by all means, but I feel that's hurting your future development in the long run. I would only keep a player in the IC if my rookie league was filled with prospects at the positions my player plays, and thus wouldn't have play time.
