I would imagine this can depend a great deal on the kind of league and league settings one is playing, but I have had some great success with Rule 5 guys, including having one win Rookie-of-the-Year while on my team. I certainly don't draft someone every year, but every year I look for a gem and never really got burned yet. Great way, at the very least, to fill a utility role cheaply.
