The tight budget definitely is forcing me to make some tough choices.

I'd love to crank up my scouting and development budgets from last year (they were $10m and $6m respectively) but I can't use the big numbers I've seen others mention given my overall budget of only $112m.

I think the scouting is under control but I really want to crank up the development because this is a rebuilding team, and why spend time getting youngsters if you can't develop them? But I'm not sure where the diminishing returns are.
