since the competition is weak, even if it is calculated from ratings it will have a weak correlation to future mlb success.
plus current ability in ootp is nothing like future ability -- mutually exclusive -- most HSers in ootp are all similary rated and the difference is "potential ratings" which are not used to caclulate stats in any other portion of the game. if it's considering potentials while creataing the hs/colelge stats that's a bit different context. there's nothign to suggest that based on how any other part of ootp works.
in real life you can look up a bunch of record-setting HS kids from every state that never made it to the MLB or never had a worthwhile mlb career even if they did make it to the bigs. college success is probably slightly better predictor (more so in last couple decades or more), but still weakly correlated.
i'm sure in a very loose way it can give some information. with stats only / ratings off that's all you'd have to go by.
i would wager a feeder system provides better stats-info, either way.
