Improving Contract Negotiations re: "Counteroffers" higher than the original demand

I could (and eventually will) go on at great length on this topic, but the contract "negotiations" really need a lot of work - here's the simplest and easily one of the most infuriating examples that I'm sure we're all familiar with:

- Player A is open to an extension (or an FA offer). He asks for 1.3 mil for 1 year.
- GM counters with 1.1 mil for 1 year.
- Player A comes back and says "oh, we're close but not quite, blah blah blah", also now he wants 1.5 mil a year.

There's little that makes sense about this scenario. Why would the player's idea of a "counteroffer" be asking for more than he originally wanted? It's very frustrating, and more importantly, makes no sense in the context of how a real player/agent would be acting in this situation.

Any normal human would expect the agent to either a) meet in the middle or b)reiterate the original demand - not come back with something entirely different.

Now yes, I can see some tiny subset of players behaving in this way out of some sort of "spite" in real life, but the rate/frequency with which this happens in-game is simply not reasonable or realistic.
