Is there any type of relationship between league reputation and player creation modifiers?

For examples....free agent signing talent, draft talent, International tournaments such as the World Baseball Classic?

I think free agency is likely only linked to reputation...but I am unsure about draft talent. For instance the Cuban and Australian leagues have PCMs of 1.000 (MLB level) but also have lower reputations.

Anyway, it is something I am curious about, and if there is anyone in the know, an answer is greatly appreciated.
