I'd say that a trade is official whenever the two sides agree on the board or whatever that leagues rules are.

However, if someone asked me nicely a reasonable amount of time I would probably let them out of mosts trade.

There was one time where I made a trade and then traded the key player in the deal to another team making a nice profit. The guy was pissed (he had to go and didnt confirm) and refused to confirm unless he got a better deal. I was the commish and gave him a deal which he thought was better but really wasn't (he wasn't too bright)
