I will explain here what I talked with you via Twitter.
When I accepted to manage this team like 3 or 4 seasons ago they budget for Free Agents was -170k, or something like that.
So when the season ended I tried to move all the players to the lower division to try if my team can clear the budget or something because situation didn't changed very much when the new season started. When moved all players noticed that my budge was like 700k, basically game clears budget when you move players to farm teams or lower divisions.
Based on that started to rebuild the team, obviously getting better players = high budget. So when season was about to start moving the main players to the team changed the budget drastically as you noticed. But with 3 or 4 seasons played already this never happened before.
I think there should be more options than buyout, trade players to get more budge for players because I think as a player I'm tied to a small rope if I manage a team like this with such small budget.
