Not a bad idea... and until the AI can handle this in a reasonable manner, the only "fix" I have to satisfy this issue is to go to a 26 man roster.

The 26 man roster was close to being passed my MLB/MLBPA last year but the MLB also wanted September roster expansion down from 40 to 28 players, so it didn't pass. So, it's not really that much of a stretch.

I actually enjoy the extra RP pitcher I now have to think about when filling out my pitching staff for the season. (it's typically either an aging veteran who's getting a limited chance in mop up duty or a promising youngster who might work his way up the more chances he gets to pitch).
