this is probably "skin" related.
if you can change that screen's looks at all.
try loading a different skin from the main app settings -- when you first load ootp but before loading any leagues.
while a league is loaded, you can still get there- "File" (menu at top, furthest left) then "game settings" or somethign similar.
It may or may not require a restart... it will notify if one is required.
