The minors shouldn't get created automatically for a fictional league unless you add them yourself. You can definitely trade players from your reserve roster if you don't think they'll ever be valuable. Use them as you need them, injury replacement, trading for other players, or waiting until they are ready. Players on the reserve roster will develop. I believe they'll develop like if they were an average minor leaguer.
