Can anyone tell me exactly what determines whether a high school feeder player who does not get drafted will go to an “offline” school, as opposed to the roster of an existing college feeder?

I’m trying to force as many as those “went undrafted” and “drafted but unsigned” high school players to college feeder rosters as possible, but it seems pretty random to me. What is the criteria?
