I did a comparison between 18 and 19. Just create the league and let it sim on its own for a while.
It still takes 10-11 years to really get to a steady state at least for league batting average, but it only changes ~6% instead of the ~11% from last year's version. Definitely toned down, but still probably needs a good 15 years of simulating, then erasing league history.
My current process is to create league, simulate 15 years, erase league history, auto-calc modifiers for each league on opening day for 5 years in a row, then erase all league history again, and then finally simulate some real history. So I start in 1955, simulate until 1970, then 1975, then finally 2018.
I haven't attempted that process in OOTP 19 yet so it might still need to be tweaked.
