Anytime should work.
Generally speaking, we would recommend in the off-season, and preferrably right at the start of the off-season, as the first day there should be essentially no contract offers, and the AI has a full off-season to react to new routines and player values.
If you import during the season, I would expect a lot of AI shuffling that first day, as teams adjust to the new values.
