Yeah, RISP batting average should be about the same as any other situation. So it looks like mostly bad luck to me, but it looks like it is still early in your season. But you say this has been happening for a few seasons?

Some things I could think of as maybe being a factor:

Slow runners. If you focused entirely on hitting and ignored speed, those slow guys don't get as many extra bases on hits, so you need more consecutive hits in an inning to move them around. They may not advance on some outs where others might have, or they may get out as the lead runner instead of forcing the fielder to get the out at 1B. They may also be more susceptible to double plays. You should be able to look at the GDP stat for individual players to see how common that is.

Team strategy. Maybe you are playing small ball type strategies that sacrifice the chance of having big innings in order to make a single run more likely in an inning. Do you have Sac bunts turned up or something? Or on the other hand, you could be playing very conservative baserunning, which could be keeping your baserunners from advancing when there's a good chance to do so. Or the opposite might be possible, too aggressive on the basepaths leading to more outs.
