I think I can help a bit.
Create a fictional league in the wizard
Before you finalize there will be an option to add a league. Do that to create your next league. Repeat as necessary.
Once you finalize one of the tabs in the the game has the option to create an association. That is what I think you want.
Remember to rate your leagues accordingly.
