There are several ways to do this, the easiest is to reach out to Dave over at Statsplus.net

Depending on if you can pay for something like this its less than $10/month and he will fully support getting your league up and running and the added features that he provides really are stunning.

You can also go buy a cheap VPS for like $5/month and setup an FTP site for everyone to use. OOTP has supported online for a while now. The support is not GREAT and I really wish they would at least provide something more, but what they do have works and is far better than nothing!
