I had this problem.

Try the following:

Game Settings < League Settings < Rules.
Uncheck the box "Disable Automatic Creation of Fictional Free Agents and Draft class".

Depending upon where you are in playing the game relative to the draft date, it may be necessary to change the amateur draft pool revealed date and the amateur to a latter date.

I discovered the problem on the day of the draft. Changed the dates to 10 days later in the season and the problem was fixed. You could also control-alt-delete to return to an earlier save. Depending on when the date of the earlier save you could uncheck the box and not have to change the dates. But, then you have to replay any games lost.
