A commissioner can play ahead at any time, for as long as they want into the future.

However, the advantage in doing so would be minimal. Player development would not turn out the same way each time, and any trends that certain players would be more likely to develop well than others can likely be worked out from personality and in-game information anyway.

If a commissioner was going to cheat in this way, they also have access to the 100% accurate potentials via the editor tab, which would be a substantially quicker way to do the same thing. Playing ahead multiple times to see which players do best would take hours (or days) to do something that could be done in seconds.

Short answer, it's possible but if you suspect cheating there are easier ways to do it, and you should probably find a new league, as once that trust is gone, it doesn't come back.
