during last round, or last pick etc, select all and shortlist what's left of the draft pool. after that you can sort/remove last pick from that shortlist.
you can assign to a team in comissioner mode, then release as FA... possibly -- if not directly to FA. if not this exactly, the list of players makes it easy to manipulate one way or another..
delete/retire, w/e. if you make more rounds that draft rounds, you'll have extra no matter what when it generates the draft pool.
you'd probably want to see if it has any adverse effects... if distribution changes along the lines of age or ability etc... i'd assume it'd be find, but you'd want to pay attention over the course of more than a couple years for sure.
