You have to generate minor league schedules manually during the 1st year of your expansion team. Later years it's automatic.
When you start your expansion team in 2017, don't advance because you can only generate schedule in preseason.
Goto Game Settings, League, Edit Schedules, select the minor leagues that your minor teams belong and manually generate the schedule.
