You have two options: one is to start a fictional league, and when it asks to set up the number of teams in each league, click on "switch to historical teams" and then add the teams you want. Option 2 is to start a historical league, pick the year you want, go to league settings, delete the leagues and teams from "edit league structure" - then be sure to go to MLB menu at the top and click on league info and then free agents, then click on the league functions on the right "delete all free agents". Then go back to league settings, structure and then add the historical teams you want using the "add historical team" button.
