Feeder and minors not filling out their rosters

I have a three league setup; majors (25 man roster), AAA (35 man roster), and college feeder (35 man roster). When I first looked into the matter a few months after my first season began, each major league and college team had full rosters while the AAA teams had 28-33 players

I've created multiple backups and simmed ahead, and I consistently see that the majors always keep 25, the AAA teams are a mixed bag but usually in the 30's with some carrying 35, and the college feeder teams are rostering 25-28 players typically, but never 35. This is all while in-season.

I'm viewing this information in the team "players" tab and have confirmed the drop down menu is set to "all players." I've also confirmed that the active roster is set to 35 players in the settings for the minor and feeder league, and 25 players for the majors. The free agent pool has plenty of players and every major league team has financial wiggle room to spare. There are no limits to player age minimum or maximum.

For the feeder league, the "freshmen" players should magically appear to replace the "graduates" who are drafted or go undrafted and end up as free agents because they're too old to continue playing. What I notice is that every August, when the feeder league offseason begins, the league transaction page shows a few additions to each team but no subtractions. Then, when the draft takes place in December, more additions show up as well as the players released to the draft.

I'd like to ensure each team is carrying the max number of players at it's respective level throughout the entire season. Any thoughts?
