I had this same type of problem when I first got the game, and like Lukas said, it turned out to be due to an issue with my Windows settings. It was maddening, but turned out to be a pretty simple fix once I finally figured it out.
You can follow the link provided, or an even quicker work around is to right click the game icon and open it as an Administrator. It only works for each time you open the game, so isn't a permanent fix, but has been easier than changing system settings for me.
