4 team division is much more likely to have 4 bad teams than a 6 team division having 6 bad teams. so, smaller (or more) divisions makes this more likely to occur. of course, more playoff slots makes it likely too... just look at the NHL.
this can definitely happen in real life and will, eventually.
side note: how the heck can a pro league allow more than half the teams into the playoffs like the NHL. i'm a fan of the wings, but their playoff streak pales in comparison to other major pro sports teams for this exact reason. 25 is more like 12-18 in other leagues, by some neutralized %chance of "making it" per league to compare apples to apples.
