I've experienced issues like that, and it really is frustrating, but it's not that hard to fix. The game is unable to run if the correct Visual C++ isn't installed. Make sure you have the correct Microsoft Visual C++ Redistributable installed. (You can locate it by looking up installed programs under control panel or any other decent program like C-Cleaner which will list discrete installations.)

On Steam during the install, it should have tried to install the most relevant VC package. Almost every time I install a new game, Steam does that on the first attempt to run the game. Make sure you are not rejecting that and make sure your antivirus is not blocking it. Also, you can go online and find all the VC packages from 2005 to current or you can have Steam check the file validity to see if any files are missing.

Idk which one OOTP18 uses, but it doesn't hurt anything if you have all of them. You can even install x64 and x86 on the same machines.
