So I have done this year after year without trouble, sometimes I will need to fix up a few mistakes but in the end it will still load and work.

Now for OOTP18 nothing works, I have spent the last 3 days going over the data I have input and I keep getting an error. The line is always the first thing I have entered.

I am trying to entry a fictional country (which I have done successfully for the last 4 years)

Are we unable to edit the world_default file in this version?
